BPF says relax

The British Property Foundation (BPF) is calling for a relaxation of the Merton Rule that says a building must generate 10-20% of its energy through onsite renewables. Relaxing the Merton Rule would, it claims, enable developers to focus on the energy efficiency of the buildings themselves, and would allow them to procure renewable energy that is produced on a bigger scale and through more efficient means as a way to reduce carbon dioxide emissions.
